Added Dip Locations based on Service Mode

The hardware is cloned from 'snk68' with some extra capabilities
the drivers can probably be merged.


Bugs (all of these looks BTANBs):

- Sometimes if you attack an enemy when you're at the top of the screen they'll
  end up landing in an even higher position, and appear over the backgrounds!

- The timer doesn't work
